Most are white, but the district boasts a sizable Asian and Latino population. Overlooking San Francisco from the east, this densely-populated Bay area district runs across Alameda County, north to Albany and Berkeley and south to parts of San Leandro, with Oakland — one of the most diverse cities in California — in between. The overwhelmingly liberal district is the birthplace of the Free Speech Movement and the Black Panther Party. Today, the district is 36% white, 20% Asian and 16% Black, with 22% identifying as Hispanic or Latino.
